The overall objective of the assignment was to carry out road safety audits at the design review stage (Stage 3 RSA of the design review). The purpose of the Road Safety Audit was to make the new road links as safe as possible before construction is started and before accidents occur. Road safety audits assess how the road will perform, focusing on the behaviour of all road users. The audit identifies any road safety deficiencies and recommends possible solutions. The specific objectives include;
Minimise the risk of accidents occurring on new road schemes, and to minimise their severity.
Improve the awareness of safe design practices by all involved in the planning, design, construction, and maintenance of roads.
Minimise the risk of accidents occurring on adjacent roads, i.e., to avoid creating accidents elsewhere on the network.
Recognise the importance of safety in highway design/ implementation to meet the needs and perceptions of all types of road user; and to achieve a balance between needs where they may be in conflict.
Reduce the long-term costs of a scheme, bearing in mind that unsafe designs may be expensive or even impossible to correct at a later stage.
